He becamea lawyer, and located in Hendricks County, from which he was severaltimes elected to the legislature, as a Whig. He was one of the foundersof the Republican party in Indiana, and a delegate from the Indian-apolis congressional district to the Republican National Convention of18.56, which nominated Fremont. In 1858 he was made president of theJefifer.sonville branch of the State Bank, and in 1861 was elected Treas-urer of State on the Republican ticket, serving until 1863. His bill met

In the Convention of 1850, Mr. Owen was made chairman of the com-mittee on rights and privileges of the people of the State. On October19 he moved the instruction of this committee to inquire into the expe-diency of incorporating in the hill of rights this section: Women here-after married in this state shall have the right to acquire and possessproperty, to their sole use and disposal; and laws shall be passed, secur-ing to them, under equitable conditions, all property, real and personal,whether owned by them before marriage, or acquired afterwards, bypurchase, gift, devise or descent, and also providing for the registrationof the wifes separate property.
