In the Senate he had charge ofthe bill calling for a new state constitu-tional convention, a non-partisan measurewhich passed with the votes of seventeenrepublicans and seventeen democrats. Mr.Negley has always been a great admirerof Abraham Lincoln, and a special honorwas given him when he was chosen to de-liver the eulogy on the great emancipatorin the State Senate on Lincolns birthday,February 12, 1917. In passing it shouldbe noted that this memorial address calledout a grateful letter of appreciation fromHon. Robert T. Lincoln. The address waswidely published and read all over Indiana,and without attempting to give any idea asto its merits or contents the followingsentences are interesting as indicating someof Mr. Negleys individual ideals in poli-tics. It was only naturalthat in any community in which he mightbe found he should rise to a prominentplace, for his every thought was for cleaner,bigger and better things than then sur-rounded him; and the thought that theymight be attained by the political tricksof the unscrupulous politician never foundlodgment in his brain. He was astute inthe analyzing of a political situation, buthe met it always face to face with argu-ments which all could understand. Uponthe organization of the Session of 1919 ofthe Indiana State Senate Mr. Negley waselected by the other members as presidentpro tempore, which position carried withit the floor leadership of the republicanmajority during that session.
