In thespring of 1803 an opportunity arose to purchase all of Louisiana, andthey entered into an unauthorized treaty for the purchase. There islittle reason to question that President Jefferson considered this pur-chase unconstitutional when it was made, but he saw its vital importanceto the country, and took the chances, calling a special session of Congressfor October to consider the matter.
