As special presidential committee began public hearings on possible civil service reforms. Washington, D.C., Nov. 1. Rep. Robert Ramspeck, chairman of the House Civil Service Committee, was the first witness today as open hearings began before the special presidential committee established to study possible reforms in recruiting governmental legal help. In differing with Justice Felix Frankfurter, a member of the committee, Ramspeck said 'that he did not think the fact that a man graduates from Harvard, Yale, or Columbia or some other school should control his appointment.' Judd Dewey, Deputy Commissioner of Savings Bank Life Insurance in Massachusetts, today reviewed the achievements of the life insurance system inaugurated by the late former Supreme Court Associate Justice Brandeis in his state. He showed that the 'Brandeis System,' while paying higher annual dividends, charges lower premiums, costs a great deal less to operate, made a higher rate in earnings on investments, and maintained a higher ratio of surplus to reserves than the other companies. Only one company in the state paid higher dividends over the last ten years, he said, and that company paid only 89 cents more for the entire period

New radio meteorograph developed for the U.S. Navy. Washington, D.C., June 9. The National Bureau of Standards has recently developed for the U.S. Navy Meteorological Service a new radio meteorograph. The new instrument (shown in the picture) is sent up on a 5-Foot balloon and is expected to replace the use of airplanes in upper-air meteorological surroundings. E.G. Lapham, Associate Physicist of the bureau, is shown assembling the new meteorograph in preperation for an ascent. The device transmits audio notes which are a function of temperature and humidity. These notes are interrupted at approximately each 10-millibar increment in pressure, thus identifying each temperature and humidity indication with its respective increment of altitude, 6/9/37

Native Alabamans in Congress hold reunion as adjournment draws near. Washington, D.C., June 15. It seemed to be Alabama day at the Capitol today as Congress neared adjournment. No less than six senators, joined by Associate Justice Hugo L. Black, all born in 'Bama, gathered for an impromptu reunion to sing the praises of their native state. Last rites for Marchall of U.S. Supreme Court. Washington, D.C., April 28. Funeral services for the late Frank Key Green, Marshal of the United States Cupreme Court for the last 23 years, were conducted today at Holy Trinity Catholic Church here. Chief Justice Charles Evans Hughes and Associate Justices of the Court attended the services. Green had been actively connected with the high tribunal sice 1891, when he was appointed a page at 14. He successfully rose to librarian, crier, and in 1915, marshal, a policeman, acting as active pallbearers, are pictures carrying the casket from the church, 4/28/38
