Henry Thomas Oxnard, founder of American Crystal Sugar Company, holds on to the tail of the fish. Cartoon probably refers to Roosevelt's second annual message to Congress in December 1902 in which he called for the United States to integrate Cuba into the US economic system and practice reciprocity.
