NEWPORT, R.I. (Oct. 18, 2007) Secretary of the Navy (SECNAV) the Honorable Donald C. Winter and Chief of Naval Operations (CNO) Adm. Gary Roughead attend the 18th Biennial International Seapower Symposium at the Naval War College. SECNAV was the keynote speaker at the symposium, detailing the first unified maritime strategy signed by all three of the sea services.
