Significance: The buildings are considered significant for their association with events that have made a significant contribution to the broad patterns of United States history. Naval aviation programs combined with the construction of naval air stations played an important role in the national defense program during the years before World War I and up through World War II. The Naval Air Station, North Island played a key role in the development of naval aviation and seaplanes were considered to be a valuable addition to the aviation program in the early years. Hangar space for the seaplanes was essential to the functioning of the base. One of San Diego's prime assets was its location on the West Coast and its ability to provide both land and sea activities. The hangars constructed during the 1920s, Buildings 19 and 68, and the Seaplane Ramps 2, 3, 4 aided the base in the fulfillment of its stated mission.
