Summary

James Miller M'Kim writes Richard D. Webb declaring that were one to judge solely by the tone of the English press, war between the Union and England appears to be "inevitable". M'Kim states that were war to break out between the two nations, it will not be due to a desire on the part of England for war. M'Kim asserts that despite that passionate clamour for war in the English newspapers, the well-informed English statemen and members of the public "know better" than to speed recklessly into war.
