Leo Braun, a maritime safety consultant, talks to Betsy Peterson about the sociological scenario at the waterfront when he began his career. Segregation was still prevalent. He also discusses Title 11, changes in licensing laws, and the status difference between ''ship people'' and ''tow boat people.''
