Summary
A speech by James M. Townsend, an African American and a recorder in the U.S. General Land Office, reported here by Magnus L. Robinson, editor of the Weekly Leader in Alexandria, Virginia, on the 28th anniversary of the Emancipation Proclamation. Townsend speaks about African American pride and the quest for political and civil equality, especially in the South. Contains a letter from Hugh McCulloch, Secretary of the Treasury under Lincoln, reviewing race relations in U.S. with particular attention to the franchise for blacks.
