Holdaway assigned to guided-missile cruiser USS Monterey (CG 61) awaits orders to engage an attacker during a small boat attack drill as part of the joint military course Neptune Warrior, a course designed and led by the Joint Maritime Operational Training Staff (JMOTS) Northwood in the United Kingdom. Monterey relieved the guided-missile destroyer USS Ross (DDG 71) as the flagship for Standing NATO Maritime Group Two (SNMG2). SNMG2 was established as an immediate reaction force and as a High Readiness Maritime Element of the NATO Response Force (NRF).
